3-state switch / 3 Stufe Schalter

During converting a bus, popped up a question: Is it possible to add a 3-state switch? I think yes, couse the blinker-controller is also a kind of 3-state switch, but it isn't mouse-controlled / controllable, as far as I know.
Could anyone please help with ideas, suggestions to implement it?

Während konvertierung ein Busses, kommt eine Frage vor: Ist es möglich um ein 3-Stufe Schalter zu programmieren? I denke ja, weil "Richtungs-lampe-schalter" ist auch etwas ähnliches, aber als ich weiß, nur mit Tastatur kann man schalten.

Könnte jemand damit helfen wie kann man den realisieren?

the ignition key is 3state key 1-off/on 2-dim lights 3-bright.

I know that solution but in my bus there are two types of 3-state switch. 0-1-2 for example the lights (it can be solved as the ignition key) and there is an another for the kneeling,

and in this case the button rebound in to the middle position. And there is an other problem. The newer buses ignition keys are the next:
0
ignition
starter (and the key rebound to the second positon)

Take a look at the washing fluid (for the window wipers) buttons on the older buses, or even the horn button. They work more or less in the same way.
