A prober working solution to the lacking??? ADMINS LOOK!!!

My computer has this sort of hardware:
- AMD PHENOM II 965 (4x3.4ghz) 8MB CACHE (BLACK EDITION) (AM3)
- GIGABYTE 870A-UD3
- HD6850 BLACK EDITION 1GB DDR5
- 500GB HARDDRIVE, 7200RPM
- 4GB DDR3 1333MHZ KINGSTON RAM "DUAL CHANNEL"
- WINDOWS 7 HOME PREMIUM 64 BIT

And yet the game keeps on lacking, the only thing runing in the background is Gamebooster (which does no difference),
and fraps, i've tried lowering, raising and so fourth with the settings, and nothing helps..

You can see the lacking about once a minute..

Any suggestions??

Untick low res textures in high distance and don't max everything you see, because this game has options that are future proof and useless unless you like frequent traffic jams and loads of people walking around
