Easy mode tickets

How come not everyone needs a ticket some people just get on? Is there anyway i can make it that everyone needs to buy ticket?

Yeah i did that but still only some people need a ticket and on advanced i cannot use T and CTRL+T

I don't know if you can change the settings so that everyone needs a ticket.

You can use the tickets on the bus and change machine or when on easy mode use T to give ticket and CTRL+T to give the change. On easy mode can't use T and CTRL+T.
