Im a little confused? sometimes its perfectly normal for the file size to be a little different when exporting and importing, did you export to 3ds. then import to blender then export as Direct X file and then use the omsi converter??

Or maybe he means that model itself is bigger in OMSI than it was in 3ds Max. Not filesize but 3D model.

Seems that 1 Blender unit is equal to 1 metre, at least it reflect in OMSI in correct size. May be you can check the object size in Blender first.
