The filenames are in ANSI format and unfortunately, this very file has a "ö" in it, which is indeed part of the ANSI typeset but might lead to problems, especially on a Chinese windows. As I'm completely unfamiliar with Chinese windows: Is there any possibility to set the language to English or German? So that the file names are interpreted correctly?

This reminds me of a lot of trouble I've had with the Japanese train simulator BVE a few years ago...just the other way round: There were Japanese letters in file names and I couldn't install some routes.

Go to Regional Settings in Control Panel, set the default language for non-Unicode applications to German.
That allows you to install the application in Chinese environment.
But I'm having another issue regarding the memory violation. See if you would face that after the installation.

Sadly I am having this problem with the game too.
And it's still unsolved after many fix attempts.

I suspect if it is related to the locale of the Windows environment.
There are numerous reports of roughly the same problem from the Chinese community.
